Why are shares not immediately available to withdraw from share purchase after a restricted stock or share unit release?

In the case of Stock Option Plans or Share Purchase Plans

After a release is processed, the transfer agent sends the shares to Shareworks. Shareworks first needs to ensure the correct number of shares are received before making them available to be sold.
